Not really the lips, it's more of protrusion of the jaws.

These guys aren't prognathic despite thick lips.

3, 5 and 6 have side profiles that look decent because they're more harmonious and balanced with 3 and 5 being the best. Prognathism itself is undesirable, but can look acceptable if the brow ridge + glabella and chin have enough protrustion to offset the sticking out of the mouth area.

This one is also good in spite of prognathism for the reason I mentioned above:

6 bc forward growth, not grauding, almost zero bimaxillary protrusion, best chin and mandible.Best masseters and ramus although his lower third could be longer.
