Are you supposed to rate people based on trying to give them points or deducting them?

In my math class, my teacher once said that while marking exams, the marking works on them trying to give marks, rather than deduct them. Pretty much everyone starts at 0, and they earn their marks up based on what they do correctly, as opposed to everyone starting at 100% and their marks being deducted to their mistakes.

So does this apply to rating people as well? Do you guys have everyone at 8PSL and you deduct points for their flaws, or is everyone at 0PSL and you give them points based on their halos, with their flaws not actually deducting anything from their final rating.

How would you know he’s 8psl without counting up to 8? If you don’t know the psl rating which is based on mathematic equations then you have an arbitrary number that means nothing
