Cats 100% and it's not even close.
I personally have both and cats mog.

reasons:

1) medical expenses- dogs cost more
because you need to pay for a lot of vaccines for them because you gotta. take them outside and there's a lot of bacteria outside.

2) care- you gotta treat dogs well, if you don't want them to be depressed you gotta put a lot of effort into treating them.
If it's taking them outside, buying them toys and expensive foods (dog foods cost more) or just sitting next to them, if you don't pet them they'll get sad and stuff.

3) licking- me personally I hate when dogs lick me, I don't want saliva on me while petting my pet, it's unpleasant.

4) they're lwk doing too much-
When you see a dog he starts jumping on you, licking barking at you, and you have no choice but to pet it (they're cute but aggressive).
If you feel depressed about your subhuman face it's your worst nightmare, they're too happy.

Cats:
1) you pay less because you don't need to take them outside.

2) all you need for a cat is some food, a toilet for them and a little toys and that's it.

3) cats don't really lick you, they sometimes do but when they see that you don't want it they stop.

4)cats are just existing, they sleep most of the day and just chill, one of the chillest animals on the planet (there are exceptions tho)

I cant really decide i only saw a cat, petting dogs in my country is low but still i see that dogs are more joyful, playful, and they can be your only friend if everyone left you so i would say dogs

Cats - smarter, cuter - care less about u tho
Dogs - way more jolly mfers, care more about u - Dumber than cats
I think everyone has to decide for themselves what they prefer im pretty neutral
