If a person only does the right thing because they fear punishment, is their action truly moral?

I think my thread on rationality addresses this question to an extent. Can people truly act without considering the consequences of their actions?

Even the fulfillment of morality serves a consequential purpose, that is; assimilating into social law, securing a place in the afterlife, etc.
