Harsh brushing of the lips with a toothbrush or exfoliation brush causes them to become chapped/dry from excessive scrubbing, and also tears off dead skins, giving them a shinier and fuller look. They will also become more red which will further give them a fuller look.

Lip plumper products (such as an overnight lip plumping mask) can make the lips appear wider and more full as well. They are either overnight or used at the start of the day, and usually cause the fuller appearance due to a mix of the solution inside and irritation, causing them to look fuller the same way your skin may raise when inflamed.
