It is because of selective immigration but the measured average IQ in countries like Nepal, Pakistan, etc was initially reported to be in the 80 but these results were dismissed as inaccurate because the tests were conducted in English, which many locals did not understand so they are only able to solve logical and visual spatial section and did not understand what to do in working memory, processing speed or verbal section many of the test subjects were also malnourished. More recent studies on school students have shown much higher IQ averages, but it could be argued that these newer results reflect a separate group of educated individuals who understand English rather than the general population.

The Jewish study was done on children in private schools. IQ testing in kids is much more susceptible to environmental changes than adults, and these kids were both well off and came from selectively intelligent parents.
