Except if you actually look how they acted upon the crimes and got lower IQ you would understand why.

People work 9-5 minium wage barely having money to able to survive
People want quick money
Bad people give people bad jobs for the quick money
But it involves crimes and most of these young people give up on school without actually being taught anything or trying.

Its about the enviroment, how they were raise, where they live and everything.

You wouldnt be able to understand because you are not educated at this.
