It's hard to tell if this is frankfurt or not because your hair is covering up a lot.

Your head is tilted down a bit still. Regardless I don't think you're significantly recessed, the only problem that I can see is the lack of browridge

Hardmax wise I think you'd benefit the most from gonial implants, your jaw is a little bit rounded despite being low bf% like you said.
