Yeah that's brutal.
However I still think he went from way below average (trucel levels) to average or a bit above. At least he looks like a man now and is probably attractive to some women. Not prime women tho. Jaw is law, and strong masculine mandible can sometimes save beta prey eyes.

Ngl his ears are really big too, its quite a failo. Then as you mentioned- no orbitals, eyes are still NOT deep set and eyebrows are still very high set. Those are things that limit his psl most.
As someone else wrote below, from invisible to only visible to landwhales. Maybe if he has luck, he can JBWmax somewhere in SEA or SA etc.
Other than that, this before after is also angle frauded. The before picture is heavily lens distorted, if you look at the eye, it seems as if he has no nasal bridge, whereas on the after pic he has nose bridge of decent height.
