In his case yes, because even if he gets eyelid fillers it wouldn't reduce the UEE that much, he would still have bug eyes.

There are guys who have deep set eyes and forward grown brow ridges but still have UEE.

These guys don't need orbital decompression to reduce the UEE, they only need eyelid fillers/fat grafts.

So if you have UEE it doesn't necessarily mean that you need orbital decompression.
