Man tbh seems like heavy recession not only on both jaws , but also in the Zygomatic area as well as the tenporal one
I'd recommend Bimax with heavy advancement
20mm maxilla and 30mm mandible with CCW rotation , + implants for chin and zygos , maybe some temporal implants and a hair transplant for sure , then we can talk numbers like 4/10
