NCT = Negative Canthal Tilt. The inner corner of your eye is vertically higher than the outer corner (the inner corner is the "medial canthus", the outer corner is the "lateral canthus", hence the term "canthal tilt"). Your eyes are shaped more like this: / \ (although the tilt IRL is much less extreme).

PCT = Positive Canthal Tilt. This is the opposite of NCT: your medial canthus is lower than your lateral canthus. Eyes are shaped more like this: \ / (again, this is an extreme example).

Neutral Canthal Tilt means your medial and lateral canthus are at the same height or that any height difference is unnoticeable.

Positive Canthal Tilt is better than negative, and you appear to have a fairly negative tilt in this picture. This isn't always a looks killer, but it's a big minus, especially in your case. You still look pretty good, though. The person above rated you 4.5 PSL, which is above average. I'd say that's about right, maybe 5 PSL. You have lots of good features despite bad eyes.

I'd say PSL 5, but without NCT you would have been pushing 5.75 at least.
