Imo because it is easily measurable. You want objective ratings, so you kind of rate based on absolute features.
Also maybe because the it is easier to cope woth surgery, since surgery can easily give you giga-jaw, but rarely a harmonycal aesthetic pleasing jaw (talking about cope surgeries like implants, ortho surgery can be different)
