Actually, it's a little more complicated than that, some people will be humble and will get bullied around and get a lower rating than their actual rating, others will be very nice to users and try to squeeze out an inflated rating, there's a variety of other reasons I'm forgetting at the moment but there is a lot of Underrating AND overrating on here.
