Class 2 elastics is dog poop, it can recss maxilla in younger people with 2-4 mm. It will bring the lower jaw forward but it will be trapped by the upper teeth so its over

Over if you put these maxilla recessers on.

Meanwhile chad class 3 can put maxilla forward 2-4 mm skeletally if young enough. And it will bend the lower teeth backward and make the chin more apparent and also more room for lower jaw to jut forward. This is because the incsiors is more easily moved and will be taking more force as the molars are better anchors and slowly moved
