Recessed infras=eye bags?

I’ve had eye bags my entire life. They’re one of the things that holds me back greatly in achieving my true potential. Recently I got an under eye serum and I’ve been using it for over a month now with barely any visible change. Are my infras recession the reason I have eye bags? And is there a way outside of surgery to fix infras?

yes it makes under eye dark circles but u can use bb cream to cover it up
