redness on chin how to fix and make it blend with my skin?

so i used to live in very hot weather and had sunlight 24/7 and a year ago i moved to the US (winter time)and got this reddens on my chin its always there and doesn't come off i have been trying vitamin c and retinol but its nit helping but i did notice when i get tan it blends in but since i don't go outside here anymore ig i turn white asf and this redness on my chin is bothering me any help or tips on this ?

idk what causes it but you can use bb cream to mask it
