rescessed infra orbitals

My entire eye area is ruined by my rescessed infra orbitals and I dont know how to fix them, I have good eyelashes, blue eyes, and thickish eyebrows but it all just gets ruined by my rescessed infra orbitals how can i fix such a major issue, is it my maxilla? Should I go to orthopedics or surgery? can bonesmashing help? Im still growing and in puberty btw.
