GTA is a game about urban culture, drugs, gangs, and organized crime. It's impossible to make a game about gangs and crime in a metropolitan American city, and not have black people in the game. Literally impossible.

If GTA was a game about Ninjas or Samurais, I would expect it to have lots of Asian people, but not many black people - because it makes logical sense.
