Rule of thirds for male models

The generic rule of thirds is that they should be equal but male models have thirds that are unequal and are as follows:

Bottom (1.15x middle) > Middle > Top (0.85x middle)

Is this correct? And the middle is based on distance from bottom of nose to top of eyebrow? Or the point between the eyebrows (Glabella)?
