How can I tell if I am starting to feel that I am having my second growth spurts, what are the signs ??

Depends on the person I never got growth spurts ever just grew at a slower pace for much longer than everyone else

I guess he is talking about more extreme growth, like 10cm+ a year , you can get second one but it is pretty rare and I think it only happens in very late bloomers

No some people get a second little growth spurts near the end of their puberty usually that's when the growth plates close forever. Not everyone gets it but some do

you dont really feel a growth spurt you just start getting taller your clothes and shoes get tighter you get hungrier and more tired your legs might ache and your body starts to change you only notice it after a few months,

If growing pains are actually painful, then you should probs see a doctor; they should just feel like what you said, a mild tingling or about the same as someone gripping your knee with a bit of pressure. Serious pain is very rare and should be addressed by a medical professional, which, of course, I am not.
