A big dick does make up for it, because females will always prefer a big dick, and this study was pretty obvious that of course a good penis size to height/body ratio will add to attractiveness.

Imagine a 5 inch dick on a 5'7 guy, his penis will already look bigger compared to his body versus a 6'4 guy with the same penis size thus the shorter guy hits a diminishing return quicker than a tall guy relative to ratio.

Bigger penis size does overall make you more attractive whether you're short or tall, but taller guys would benefit more from a bigger penis because it would look more proportional to his body until it hits a diminishing return.

In short, a 5 inch dick on a 5'7 already looks more proportional to his body, thus not increasing attractiveness as much (diminishing return), while a 5 inch dick on a 6'4 guy looks laughable so increasing penis size to proportion will of course make him more attractive.
