Should beta carotene and lacopene be eaten or taken from supplements?

Taking lycopene and beta carotene together both in supplement form actually boosts absorption of lycopene four fold in doses of 60mg

supplemented beta carotene also gives roughly 10x as high plasma concentrations as the same amount from diet.

From everything I have read it seems better to supplement, especially with lycopene. As far as I know there are no studies directly comparing the results of diet vs supplementation of carotenoids with respect to skin colour, but the study with the largest sample size and imo the best study that looks at the effect of beta carotene on facial attractiveness uses supplementation so I would supplement tbh.

Would you recommend the sun to improve skin color?

depends on the person tbh
I use spf for antiaging which is important to me, but different people have different priorities
your skin is already fairly dark tbh, I don't think you need any more melanin

tan where you think it needs it but use spf on your face then

melanin is essentially the dark pigments in your skin, so why black people are black is because they have a lot of melanin and white people have less, tanning will make your body produce more melanin
