Should i lean bulk or cut? Skinny fat

idk my bf% but I'm 187 cm and 75kg, I'm skinny fat, mostly fat In my legs and my torso.
the question is, should i lean bulk or cut? I wouldn't have much muscle if i cut, but at the same time idk what's lean bulking.
can someone recommend a training routine? some sort of split for a beginner? I wouldn't go to the gym for more than 4 days a week and wouldn't use something which requires another person. ALSO i won't take steroids.

what about not cutting in the first option but instead maintaining? i have a high chance to remain bald permanently so i won't look good as a skeleton(i probably still won't look good if i had muscles and be bald tbh)

You're already pretty skinny, I'm like 83 at 188 going for 77-79 kg, maintenance and training to recomp
