If you are a complete beginner try scratch but python is manageable, look up on yt where to start. I code in visual studio code, but their is probably other alternatives

depends, if ur not a retard you can easily begin with python, otherwise begin w html or scratch (preferably html), and theres many programms u ccan use even notepad works i think
