should your eyebrows be visible with any hairstyle?

Ive been looking to softmax my eye area (eyebrows mostly) but realized that most of the time when my hair grows out you can they arent visible, does having eyebrows that arent visible descend somebody? the reason i let my hair grow past my eyebrows is because of my extremely small forehead so having my eyebrows being visible i would trade off hair length

cant u just fix ur small forhead by pushing back ur hairline?

still fix ur eyebrows if ur hair is movign or smth
