Skincare question about serum

So I have this serum https://andalou.com/products/1000-roses-fresh-and-dewy-2-in-1-serum-0-35-oz It's a fresh + dewy 2 in 1 serum with Damask Rose and Vitamin E it says. It says to apply before moisturizer but should I wash it off before I moisturize or should I leave it on and put moisturizer on top of it?
