skinny shoulders at 6'1 & 16 is it over

i got shoulders that are 17 inches width wise and i have a pretty skinny waist and frame and ive started going to the gym but idk if i can save my shoulders am i cooked or is there any way i can save myself or have scope to grow or am i just cooked? my parents and family have pretty broad shoulders but i might be done if my shoulders dont grow substantially cause my head looks big as shit otherwise. is there any way i can fraud into having broader shoulders?
