From the research I've done, it seems that CCW rotation is the only thing that can, for the most part and to the greatest extent, counteract downward growth?

nothing, its my failo as well, only choice is frauding or fiddling with sutures by chewing and getting MSE, but even that is purely a theory who's creator doesn't believe in anymore

Hydraulic press your face. That will destroy any downward growth you have. Yes it will kill you, but my point stands.

modified lf3 can turn part of the zygos and the orbital rims ccw I believe.

also you can fraud the look of a forward grown upper maxilla with implants. sure its not real but it will look pretty much the same

only thing you can't is I guess midface length

but u might not have long midface even with downward growth (yes it lengthens the midface, but as long as its not noticeable well who cares)
