So I have slight NCT, but why does it look like PCT up close, but nct from far away such as ten feet away?

You accurately measure your canthal tilt in a neutral head position. If you tilt your head down while looking up down it will give you the impression of having PCT, conversely if you tilt your head up while looking down it will accentuate your NCT.
