But how would they know that someone is trully going to go ER and prevent it? Do they automatically access all your private data when they add you on watchlist or?

Lol, they don't do shit to prevent it, they even actually encourage it, it means more funding and power for them. Many shooters who went ER, were contacted before by suspicious persons who stirred them up, or they experienced some bizarre incidents, I wouldn't be surprised if they have a whole program dedicated to this:
-identify people with high probability of going ER
- track them and follow them to find out more about them
- harass them, stage various incidents or encourage them somehow, so they will finally snap
Do this with hundreds of people and you'll be successful with at least a few of them.
