There is a SARM called S-40503 which supposedly targets bone tissue. Though it is investigational and probably difficult to get.

You may consider ecdysterone. It is just a dietary supplemen (at least for now). As an ER-beta agonist, it improves bone growth. It should be only ER-alfa signalling which causes the growth plates to fuse, but I would still be careful with megadosing ecdysterone.
