I am 17 years old can get a full beard and look 19 years old since i was 15 - 16

so i thought i stopped growing but 4 month ago i got stretch marks on my arms and my arms went from 183cm to 187cm in a month

Does this mean that my growth plates are still open?

Dad: 5 10
