No its not.

Its true most of your structural growth is done, but the face can mature a lot from 16 up until 21-22, Ramus gets longer and facial bones increase in mass, especially the temples, brow-ridge and forehead region.

It really depends on how fast you matured in puberty, some people have a short but intense growth period (think dudes that looked grown at like 14), some have a more gradual maturation.
