East Asians are not even that short. Plus as another commenter once said here, the IQ results from China are from the likes of Shanghai and Beijing, tier 1 cities, and not from the countryside, so their national IQ figures could be inflated.

Anyway this is a correlation, so outliers happen.

The correlation between height and iq is from 0.1 to 0.3 jfl which is a weak correlation and not statistically significant.
