Depends on gonial angle fully
Tall ramus and high gonial angle = 3.0> Chin to philtrum ratio
Tall ramus really low gonial angle = Steve from minecraft

No in order to improve your chin you'd need to bring it forward for more projection (sliding genioplasty) and make it more square (widening genio or implant)
