Targeting mandible angle with fat solvents. Is it possible or should I opt for liposuction?

Is there any way I can target this part of the mandible with fat disolvers?:

Every single guide I check out there says that you shouldn’t pin on that place because you might hit a nerve, but are this warnings just exaggerations? Is there a safe way to do it? If not, will liposuction help me eliminate fat on that location effectively?

Cardio won’t work on me. I have a low body fat but it’s uneven distribution makes it impossible for the face to look defined.
