You would be better off injecting filler into the penis since you suffer from SDS, otherwise known as Short Dick Syndrome

Something like voluma may work because it doesn’t attract watter but the placement is the downside, because it can only be placed in the submalar area, away from the eye sockets. You are a good candidate for custom cheekbone implants that cover the infraorbitals for the high cheekbone look. Consult your plastic surgeon about this alternative to fillers, you will most likely need a CT scan to determine what’s best for you.

A lot, like 1 or 2, good cheekbones not only make you look healthier and charismatic, it is a huge halo for the eyes

Too much risk for anatomical and aesthetic reasons, and not just with Voluma but wity any filler. Believe it or not the lower lid is extremely complex and hard to treat, filler is reserved for certain patients with already decent soft tissue and bone mass.
