The state wants to make sure they are as certain as possible they have the right person before they execute you. Most death row inmates sit on death row for 30 years or more before they are actually executed.

I think it's because a lot of them appeal and they take death very seriously, if you say fuck you from day one to the court and after that don't appeal anything - they will be happy to get rid of you asap. You're a waste of resources. They just need a very solid excuse.
