Simply - get lean and see if it stays.
You should aspire to get lean anyways.

If you have real gyno, you can feel lumps under your nipple.

If you don't have any lumps, that's fat only.

If you are fat all over then yes - just having fat in chest area isn't a sure way to tell if you have gyno.
Cut to 10% and see if it stays, if it does then intervene.
