Holocaust definition before WW2

Chaim Arlosoroff played a key role in this effort by negotiating with the Germans to aid with the emigration of about 60,000 wealthy Jews to Palestine under the Haavara Agreement. The agreement required Jewish emigrants to deposit a significant portion of their wealth into a special fund, which was then used to support the Jewish community in Palestine. The arrangement meant that only those with the financial means to meet the emigration requirements could leave (royal blood), while poorer Jews had little opportunity to do so.
