Thats very little to do with fat, he has zero muscle around that area and vertically long sockets. Horrific combo. Your T levels and how much you train a muscle determine the amount you retain at low bodyfat, and the face and skull is no different from the rest of the body.

Also, some people just have shit tier muscle bellies in their face, the same way it is for the rest of the body. Some have round glutes, others have flat glutes. Some have a short bicep tendon and a round bicep belly, others have a long tendon and small muscle belly.
