Probably some dysnfunctional family home, were the parents never set any boundaries or punished the youngsters. Now when they get around 12-16 years old now their to much to handle and after years of no boundaries they lash out when the mother tries to punish them. Now these women start calling for mentors and bring that it takes village and community talk. Iam 95 percent sure this is a single mother house-hold , with no father around in the boys life.

Thats womens mating tactic fuck men who are not productive/or father material. Then when the boys/girl get around age 12-16 start demanding the community do something, the mothers start blaming the schools and the police system saying it takes a village. Bests thing to do is try to not live in any poor areas regardless of the racial make-up of the area.
