they gotta account for it through police security
if the state is unable to provide police officers for safety for the demonstration then it gets forbidden, under the disguise that the demonstration is unconstitutional, but the true reason is the government has not enough police officiers to guarantee security during the demonstration. this is what happens when too many demonstrations happen at the same time or soccer games also draw security personell.
