The reason why cops shoot running people

So, law enforcement, in USA, we shoot criminals running away.

If they are unarmed, we usually don't, but if they're armed, we do and our goal is to neutralize the threat. Because you never know, they might hurt someone while running away with that weapon and attack someone.
