For most of human history, women had to consider numerous qualities in a potential partner that were much more important for survival than looks. When a woman literally cannot survive without finding a man to give her a place to live and provide money for food and clothing, the way that man looks is a secondary consideration. It becomes a nice bonus if the man is physically attractive, but financial status and "being nice and not beating me up and occasionally listening to me" are much more important.
This is now a cultural artifact, and women are socialized to consider looks as being secondary to personality. Men have always thought physical attractiveness was the primary factor in choosing a partner because it's what they value and the other stuff they may have valued in women (domestic service, maternal nurturing) was just assumed to be present as part of female "nature."
