Bullying starts at a very young age and can continue out through the majority of a child's mental development. The trauma kids endure can have permanent adverse affects on their mental health such as social anxiety, low self esteem, suicidal thoughts, etc.
With this system essentially what you would do is find the most bullied/outcast kids in every grade from schools in the area and transfer them all into one school together.
Typically kids who are bullied are low T and so everyone in this school would be a nice person. So kids would likely become friends with each other, and this would boost their self esteem and lead to an overall better quality of life.
Some may argue that "kids need to learn to ignore bullies or fight back" and while I agree with the idea, for the most part little kids, especially docile low T ones, don't have the mental maturity to "man up" and by the time they do the damage has been done.
