China must do more to attract the best
A revamped “green card” system will help the nation’s bid to be a world leader in science and technology. But to achieve that aim, the requirements must be relaxed further.

This is just the early stages of doing to China what has already been done to the west. "They" are playing the long game.
EDIT: Love this bit: "China’s bid to climb to the top of the world’s science, technology and innovation ladder cannot be attained through home-grown talent alone."
-Population: 1 billion
-Average IQ: 105
-Can't be successful with just homegrown talent
