Thinning upper eyelid with hydrocortisone?

My right eyelid has more fat then my left and that’s why my double eyelids are inconsistent

I hear there are some products where you can use to thin the skin (ex. Hydrocortisone) would this work?

Use that eye to blink a lot? Brother I use both eyes to blink everytime I doubt that would work
