Third world countries were given impractical advice from already-developed countries. Back before the developed countries become developed, they didn't even have a universal suffrage, they placed high tariffs to protect their infant industries and their states were heavily involved in building pilot plants for their industries.
To make democracy works, you need a high percentage of educated middle classes and sufficient resources to maintain democratic institutions. Democracy is also susceptible to populism, majoritarianism and shortermism. Third world countries where people are starving and barely have infrastructure need to prioritize tangible things first. That's it, you need to industrialize your country before you democratize it.
Japan and South Korea did not become developed because they were adopting the laissez faire approach during their industrialization stage, the state was heavily involved, channeled their resources and put high tariffs to protect their infant domestic industries. The lastest country to become a truly first world country is South Korea and they became industrialized under an enlightened autocrat.
